JKTMA resents fixing seniority of Masters on basis of district cadre

JAMMU, May 16: Monthly meeting of Jammu Kashmir Teacher/Master Association (JKTMA) was held here today under the chairmanship of State President Rakesh Singh and attended by scores of Teachers from all 10 Districts of Jammu Division to discuss the burning issues of Teachers/Masters, particularly re-conversion of Master grade posts from District cadre to Division cadre.
Rakesh Singh express his resentment against the decision of authorities to fix seniority of Master grade post on basis of District cadre vacancy irrespective of the fact that said posts of Masters are Divisional cadre posts and till 2014 seniority list of Masters were framed on Division level .
He explained that Conversion of Master grade posts from Division cadre to District cadre has lot of adverse consequences as different Districts have different cut off dates for Master grade due to different number of vacant posts of Masters because of which in some district where more number of vacant posts of Masters are there, junior got promotion earlier than their seniors which also make them senior for next cadre of posts of Lecturer /Head masters.
Singh strongly urged to Principal Secretary B K Singh to intervene in the matter immediately before release of promotion list of Master grade in which seniority is fixed on basis of District cadre vacancies and re-fix the seniority on Division level by considering single last cut off date at Divisional level as per past practice.
Rakesh Singh said that it is general rule that Teachers posts are district cadre, Master grade posts are Divisional level and Lecturer post are State level till last DPC of Masters but on what basis the authorities converted Master grade posts from Divisional cadre to District cadre was out of his understanding .
Association also raised the issue of Pay anomaly of 2009 batch teachers, introducing Biotechnology subject in 10 Schools of all 20 Districts of Jammu Kashmir, filling up all vacant posts of Lectures by 100 percent DPC, de-recognise PG Science stream degrees acquired through distance mode for those who were enrolled after December 2005 and issuance of transfer list of Teachers before May 31.
