JKEEGA urges LG to revisit GAD circular on reservation in promotions

JAMMU, Sept 22: The Jammu and Kashmir Electrical Engineering Graduates Association [JKEEGA] held a meeting of the executive body under the chairmanship of Sachin Tickoo, General Secretary and unanimously passed a resolution appealing the Lieutenant Governor to revisit the GAD circular on reservation in promotions.
“Administrative efficiency is getting compromised , promotion avenues have been squeezed ,career prospects have become bleak due to the manner in which the GAD circular dated 4.3.2016 on Reservation in Promotions is being implemented,” opined the meet.
While elaborating, JKEEGA explained that the then GAD circular had asked to keep slots reserved for the reserved categories in the roaster while effecting the promotions in view of the pending proceedings in the Supreme Court. However it has resulted in a serious administrative issue wherein a situation has arisen today where out of 134 posts of Executive Engineer, 30 vacancies are reserved; Similarly at the level of AEE, nearly 50 are reserved; at AE level nearly 96 posts are lying unfilled, which can’t be utilised either by General category or Reserved category thus severely affected the efficiency of Adminstrative setup of the Divisions and Sub Divisions which are today headless or being manned on additional charge basis by the existing staff.
JKEEGA also observed that once a slot has been kept for a reserved category at designated place, another slot from the unreserved vacancies is being simultaneously utilised by the reserved category thereby resulting in consuming two vacancies for promoting one person which is devoid of any logic and needs re examination.
“Once a reserved category candidate is promoted in general seniority, his reserved slot should be dereserved while effecting In charge Promotions, this will be proper justified manner of implementation. Current approach has defeated the very essence of the “Nagraj Vs UOI “Judgement wherein administrative efficiency was a major corner stone for examining the criteria of Reservation in Promotions,” said the meet and appealed to the Lieutenant Governor and Chief Secretary Jammu Kashmir, Adminstrative Secretary Law Department to kindly revisit the GAD circular in question so that the employees irrespective of General or Reserved don’t suffer from bleak promotion prospects and Rule of law also prevails keeping in view the interest of Govt works at all levels.
The meeting was attended by Ashok Kumar Dubey, Vice President, MP Singh,Provincial Secretary, Rajeshwar Jamwal, Provincial Publicity Secretary, Yash Paul, Organizing Secretary, Purshotam Sharma and Vipul Sharma Treasurer.
