JKEEGA threatens agitation over delay in issuance of transfer scheme

JAMMU, Feb 23: Dismayed over inordinate delay by the Administrative Department in issuance of SO (Transfer Scheme) governing terms and conditions of the employees, the J&K Electric Engineer Graduates Association (JKEEGA) has strongly resented the change in the rule regarding Leave, GP Fund etc and making them contrary to the rules applicable to State Government employees.
“The rules framed by the Board of Directors of newly created corporations in their recent meetings are even against Section-133 of Central Electricity Act-2003 wherein it is clearly mentioned that the terms and conditions of employees shall not in any way be less favorable than those which would have been applicable to them if there had been no such restructuring,” said a statement, issued today by JKEEGA president Harvinder Singh.
He urged the Administrative Department to come clear on terms and conditions governing the existing employees. “JKEEGA wants to convey to the Administrative Department that the Association will not hesitate to move on agitational path if their legitimate demands primarily being issuance of SO (Transfer Scheme) and rescinding of rules approved in recent Board meetings are not met within this month,” he warned.
JKEEGA also appealed the J&K Lt Governor and Chief Secretary to intervene into the matter and issue instructions for issuance of SO (Transfer Scheme) governing the terms and conditions of existing employees as approved by SAC in its decision dated 22.10.2019 without loss of time.
The restructuring/unbundling of JKPDD was operationalized vide Government Order No. 191-PDD of 2019 dated 23.10.2019 in pursuance to SAC Decision No. 258/22/2019 dated: 22.10.2019. However, instead of implementing the decision taken by SAC in its totality, the Administrative Department has implemented the restructuring/unbundling proposal in bits and pieces leading to chaos and confusion across the entire fraternity, said the JKEEGA president
Lamenting that the “transfer scheme” approved by the SAC has been left at the mercy of few officers in Administrative Department without understanding gravity of the situation, Singh said that The routine matters of employees have got effected due to delay in issuance of SO which can be gauged from the fact that the salaries of employees are not being released on time and GP Fund claims have piled up.
