JKEEGA calls on CS, seeks regularization of Enggs

JAMMU, Sept 4: A delegation of Jammu and Kashmir Electrical Engineering Graduates Association (JKEEGA) led by its president, Munshi Majid Ali today called on Chief Secretary here and requested him for clearing the proposals of regularization of Engineers of Power Development Department.
JKEEGA urged Chief Secretary that PDD having completed the marathon exercise of preparing, scrutinizing, examining the regularization proposals of 45 Executive Engineers and 179 Assistant Executive Engineers as Executive Engineers /Superintending Engineers and Chief Engineers all of whom are retirees from 2000 to 2018 placed the proposals first before the Empowered Committee which further recommended to General Administration Department and after thorough scrutiny are now placed before the establishment committee . The Association sought expediting the approvals of these two proposals.
It is pertinent to recall the SAC meeting held on Oct 22, 2019 which directed the proposal for regular promotions of PDD be processed on fast track at departmental level without referring to Public Service Commission as one-time exemption and whole process was supposed to be completed within two months. Accordingly in pursuance to the SAC decision, the empowered committee was constituted vide GAD order no-308- JK (GAD) of 2020, dated 02-03-2020. However, despite lapse of more than 21 months since the SAC decision, the regularization orders are yet to see light of day.
The regularization shall help to address the plight of engineering departments which have been forced to run on in- charge system basis and even sitting MDs/Chief Engineers across Power Development Department are substantively only Assistant Engineers.
JKEEGA also sought the intervention of Chief Secretary in issuing formal orders for notifying the Assured Career Progression which had been passed by Cabinet in 2018 and already released in favour JKAS/JKPS. It was also brought to his notice enhancement of the fixed travel allowance from Rs 30 per month to minimum Rs 3000 per month.
Chief Secretary gave patient hearing to the issues of engineers and assured that the same would be settled on priority in time bound manner.
