J&K to continue with extant scheme of NEET admissions

Admn control of 5 DHs given to GMCs

JAMMU, Jan 31: The Administrative Council which met under the chairmanship of Lieutenant Governor, G C Murmu has decided that the Jammu and Kashmir will continue with its existing scheme regarding admissions to the NEET, Under Graduate and Post Graduate Courses and not to contribute to scheme of All India quota for the academic year 2020-21.
The decision has been taken in view of the fact that the Union Territory of J&K has its own reservation policy. In J&K Reservation Policy, various categories of socially and educationally backward classes comprising RBA, OSC, ALC, besides other categories viz Sports, Children of Defence Personnel (CDP), Children of State Police Personnel & Paramilitary forces (Permanent Residents) Serving in J&K State (JKPM) etc are included thereby providing equitable opportunities/ representation to all the category candidates in admissions to undergraduate and postgraduate medical courses.
The J&K Reservation Policy, affords an opportunity to female candidates and students of backward areas to compete in the competitive examinations, including medical examinations, successfully.
Meanwhile, the Administrative Council has also accorded sanction to the transfer of administrative control of District Hospitals (Associated Hospitals) of Anantnag, Baramulla, Doda, Kathua & Rajouri along with their assets to the five new Government Medical Colleges of Anantnag, Baramulla, Doda, Kathua and Rajouri respectively.
The Administrative Council further approved the transfer of administrative control of PHC Sagam and PHC Mattan to GMC Anantnag, PHC Kalantra and PHC Bagh-i-Islam to GMC Baramulla, PHC Manjakote and Urban Health Unit to GMC Rajouri, PHC Bhalla and PHC Ghat to GMC Doda and PHC Budhi and Urban Health Centre Krishna Colony to GMC Kathua.
It also approved the transfer of 337 posts of different categories of these five District Hospitals in addition to 664 posts transferred earlier and 154 posts of five Rural Health Training Centres and five Urban Health Training Centres, presently borne on the establishment of the Health Department to the respective Medical Colleges alongwith their budgetary provisions.
These posts shall get added to the establishment of the new Medical Colleges but will be filled up on deputation basis from the Heath Department, while retaining lien, seniority and promotion prospectus in their parent cadre i.e Health Department.
The Council also accorded sanction to the payment of additional monthly incentive of Rs 30,000 to Assistant Professors and Rs 15,000 to Postgraduate Senior Residents engaged on academic arrangement in Government Medical College, Doda. This will be in addition to the entitlement under the Jammu & Kashmir Academic Arrangement Rules notified by the Health and Medical Education Department vide SRO 24 of 2019 dated 10.01.2019
Many positions of Assistant Professors in the new Medical Colleges have been filled up on regular basis on recommendations of J&K, PSC. Wherever selections have not been received from PSC, Assistant Professors have also been engaged on academic arrangement basis in order to obtain permission for 100 MBBS seats each in these Medical Colleges.
The Government Medical College, Doda is confronted with a peculiar problem that despite advertisements, the college is unable to attract the entry level faculty and post PG Registrars/Demonstrators which may be attributed to the remote location of the Medical College in District Doda. The provision of an additional incentive has been suggested to address the shortage of faculty in the Medical College as a onetime measure.
The decision will also help to make Government Medical College, Doda fully operational and facilitate admissions to the first batch of MBBS in the Medical College during the academic session 2020-21.
