JAMMU, Mar 12: Minister for Finance & Ladakh Affairs, Abdul Rahim Rather today called for putting in place a scientific method for evaluation of efficiency and accountability through measurable outputs and outcomes in various departments, adding that fiscal discipline and budget management should be the guiding principle in this regard.
Speaking in a meeting of officers of Finance Department in the Civil Secretariat, Jammu this afternoon, convened in connection with the roll out of Results Framework Document (RFD) of Finance Department, Mr. Rather said that resources generation was imperative to give fillip to development and growth of the State on sustained basis and the RFD was an effective tool to fulfill these objectives. He said that efficient management of State’s fiscal resources, coupled with their judicious allocation and expenditure, was key to make the State financially self-reliant. He said RFD – is a new concept of performance evaluation so as to guide the officers at the helm of affairs to achieve proficiency in self determined targets and the achievements thereof.
Mr. Vyas in his power point presentation said that the Results Framework Document is a new scientific and mathematical concept to bring in more accountability, efficiency and objectivity in the functioning of various departments, which will be launched in the State with effect from the last quarter of the current financial year. He also gave a conceptual background about the RFD and informed that the document is a sort of MoU between the Minister and the Secretary of the department.
The Principal Secretary Finance, who is also the Principal Secretary to the Chief Minister, B.B. Vyas, Director General, Accounts & Treasuries J&K, Ravi Magotra, Special Secretary to Chief Secretary, Zubair Ahmad, Special Secretary Finance, Omkar Nath, Director Budget, Dr. Mohammad Ishaq Wani, Director Finance, Majid Jehangir and other concerned officers of the Finance Department attended the meeting.
Mr. Vyas briefed the meeting about the utility and objective of Results Framework Document (RFD) and said it is a vision to employ resources for the development and growth of the State in a framework of set targets and measurable deliverables.
He said the RFD for the Finance Department will be loaded on website on 15th of this month, so that other departments and the general public understands this unique system of efficiency measurement and develops a culture for it.
Mr. Zubair, while giving details about the preparation and implementation of RFD in the Finance Department, explained its broad contours and utility in preparation of Annual Budget and the supplementary demands, monitoring and managing various FRBM compliances, debt management and improving internal efficiency, responsiveness and service delivery of the department.
