Jammu Smart City inks agreement with BEL for setting up Integrated Command Control Centre

JAMMU, Sept 24: Jammu Smart City Limited (JSCL) today signed a contract agreement with Bharat Electronics Limited (BEL) for setting up the Integrated Command and Control Center (ICCC) at Jammu.
The project will be executed at the cost of Rs 53 crore and will act as the brain of the city with an on-premise data center hosting relevant solutions for all following field systems and data analytics tools for informative decision making, better disaster management and smarter governance.
The agreement was signed between JSCL and BEL in the presence of Commissioner JMC, Avny Lavasa and representatives from BEL.
The proposed project of ICCC will help in establishing a collaborative framework where input from different functional departments of Jammu Municipal Corporation and other stakeholders such as JDA, Transport, Water, Fire, Police, e-governance, etc. can be assimilated and analysed on a single platform; resulting in aggregated city level information. Further this aggregated city level information can be converted to actionable intelligence, which would be propagated to relevant stakeholders and citizens.
The command centre will be one place from where traffic, CCTV, water and other services would be integrated into a single command room.
ICCC will be a single source of information for all civic functions of Jammu. It will work as a single platform with the ability to receive, intelligently correlate & share information with stakeholders who are into city operations and planning to better predict outcomes. It will also act as City’s emergency and disaster management platform.
Future Integrations of various IT systems of different stakeholders with the objective of enhancing safety, security and providing better public services in the cities will help in providing support police to maintain Law and Order, Disaster Management, Environmental Control/ Pollution Control, Efficient user of public resources like electricity and water, efficient and timely delivery of public services, better health and education services and will integrate ITMS (Intelligent Traffic Management System).
One major component of ICCC will be the implementation of Intelligent Traffic Management System. The city-wide fiber network will act as the backbone for all the smart city & traffic control system initiatives. The fiber backbone will provide connectivity to all ITMS systems installed at identified Junctions of the city as part of the project and all other infrastructure that shall be installed as part of Smart City initiatives in future.
The proposed ITMS will involve setting up of ANPR, RLVD, Box and PTZ cameras across identified Junctions/Intersections in the city. The video surveillance data in form of images/small video clips from various cameras deployed will be stored, monitored and analysed at ICCC and/or Traffic Police Headquarters. The system will be designed to work in 24×7 environment. JMC has identified the Junctions in the city wherein traffic management system needs to be deployed along with the necessary cameras for area monitoring.
Further, the identified cameras will help in detecting driving in the wrong direction, camera tampering, wearing no helmet/seat belt while driving two wheeler, triple riding on two-wheeler, using mobile phone while driving, ANPR, RLVD and SVD.
The CCTV surveillance cameras will reduce the incidents of theft, irresponsible driving, loitering, illegal parking, trespassing, among others.
