To ensure efficiency , transparency and smooth functioning, now Drawing and Disbursing Officers (DDOs) can furnish e-bills to the Treasuries along with all pre-requisites and documents mandated as per the Treasury code . This will pave the way for making payments through on line system only. Not only shall it result in a hassles free payments from the State treasuries but complaints of different nature including wilful delays with certain motives too shall be over.
This is a welcome step taken by the State Finance Department to have ‘Electronic Payment Framework known as ‘JK Pay Sys’ in the State after successful consultation with the National Informatics Centre for making on line payments .In other words, no manual bills will be entertained in the Civil Secretariat from the start of the next month. The benefits of digitalization being varied, time saving and hassles free but introduction in the departments and officers of the Government having been comparatively slow in this State required a change in the functioning of State treasuries, payment of bills etc having been now introduced by the Finance Department can result in improvement in the preparing and presenting of treasury bills for payments.
