This is in reference to the news regarding filing of Income Tax returns by DDOs followed by your editorial regardng the same.
It is to be submitted that all the DDOs are effectively and efficiently deducting tax at source and submitting the same in the treasury despite having little knowledge about the various Income Tax rules because Income Tax Department neither gives any training/workshop nor organises any awareness camp for the DDOs in any part of the State, which should be a regular feature so that the DDO’s may get themselves well equipped with the rules and procedures.
Basically, we the DDOs have never been given any assistance/awareness about the Income Tax rules and procedures by the Income Tax Department or by our respective departments.
It is pertinent to mention here that DDOs can file returns only when the concerned Treasury Officer gives them the necessary BIN No. which the treasury never gives and it is the main cause of late or non e-filing of Income Tax returns.
If we can deduct the tax, we have no difficulty in filing the returns if the BIN No’s are provided by the treasury well in time. In present case also most of the DDOs are not able to file their returns because the concerned treasury has not given them/uploaded their BIN Nos on the respective website which has become the major cause of delay and DDOs are not at fault.
