Improvement in situation

The Ministry of Home Affairs, after making analysis of input from various sources about the situation in Kashmir, has concluded that one could say that there is improvement in the security situation in Kashmir during the outgoing year. Comparing the figures with past two or three years in various areas, the Home Ministry has come to the conclusion that there has been overall improvement in the ground situation. Except for the militant attacks which have increased marginally in comparison to last or previous two year, the Ministry believes there is overall improvement in ground situation in Kashmir. Incidents of stone pelting and bringing out public protest rallies or civilian population coming out to protest against the killing of a local militant have come down considerably.
It is true that operation All Out has brought good results and the militants have understood that if and when the Government means to curb militancy, it has the power and authority. That is to serve as deterrent.
However, the important thing which we consider will determine the improvement on the ground level is how far Kashmiris have begun to think of moving within the national mainstream. After all the hearts of the people have to be won and the apprehension that the State or the Central Government are not caring how alienation can be done away with and harmony between the people and the Government restored, has to be allayed. That would count for real improvement. A realization has to be brought out that secular democracy is the best known form of political arrangement that can meet the requirements of the people without counter effects.
