Sir,
This refers to the editorial’Mid-day Meal Flop'(DE,May 27,2015)
It is sad that the highly beneficial centrally sponsored scheme’ Mid-day Meal Scheme ‘which was launched by the Union Ministry of HRD, with the noble objective of providing nutritious meal to the school going children of elementery classes of Government schools, most of whom belong to the economically weaker sections of the society on the one hand and providing them opportunity to receive education on the other hand, is not being implemented properly in our state because of nonrelease of funds in time and other reasons.Newspapers often carry the reports of teacher organisations demanding release of funds pertaining to Mid-day Meal scheme to clear the pending liabilities on account of the operationalisation of the said scheme in schools and to implement the scheme in future. The fact that the Education Department of our state entrusted with the responsibility of running the scheme successfully has failed on many parameters set forth by the Union HRD Ministry, such as coverage of children, availability of drinking water, testing of meals, social audit of the scheme etc needs to be viewed seriously and appropriate remedial measures initiated to plug the loopholes in order to meet the set parameters and implement this highly useful scheme successfully. An efficient mechanism also needs to be put in place to effectively inspect and monitor the scheme as per the guidelines of the Union Ministry of Human Resource Development and thus, implement the scheme and attract and benefit the large number of school going children. The concerned authorities should also ensure that the funds are released timely to enable the teachers to clear the pending liabilities on this account and continue this scheme.
Yours etc…
