Implement 73rd Amendment

Sir,
The people of Jammu and Kashmir are least bothered about the repeated announcements by the State Governments regarding the conduct of long pending Local bodies and the Panchayat elections in the State. Keeping in the mind the performance of the previous Panches and Sarpanches of Panchayats,  the people of the state  have observed  how majority of the elected Sarpanches and Panches nominated and  elected with  political clout have proved merely  puppets in the hands of MLAs and MLCs and have taken the shape of new channel of corruption
In the absence of financial and administrative powers the elections to the panchayats are meaningless and useless.  Majority of the previous Panches and Sarpanches have been found hand in glove with the authorities of Police, Revenue, Block Development  Department and Forest Department. Majority of them indulged in encroachment and helping others to do it with the connivance of the departments. Many of them instigate or provoke the poor illiterate people to pick up quarrel and then they become intermediators for compromise. Many of them are proven stooges  between the authorities. They earn money out of MNREGA, construction works under BDO. It is disgusting that the elected sarpanches become puppets in the hands of MLAs and ministers, dance to their tunes and indulge in the activities which are proving as an impediment in the way of smooth and transparent functioning of the  democratic institutions.
It is the humble opinion of the people of the state to defer the Panchayat elections till the 73rd amendment with part 11 is implemented in the State, otherwise, this institution will act as a catalyst for spreading corruption in the State.
