Srinagar, Oct 8: The Health & Medical Education (H&ME) Department has released the UT share of over Rs 25 crores for Centrally Sponsored Schemes under Capex Budget for the year 2022-23 in favor of the newly established Medicals Colleges, National AYUSH Mission and for the strengthening of Drug Regulatory System.
As per details, the UT share has been released under the ‘Establishment of New Medical Colleges’ attached with District/ referral Hospitals for the GMC, Baramulla, Anantnag in Kashmir Division, and GMC, Doda, and Kathua in Jammu Division.
As per the details, the funds amounting to Rs 25, 02, 03000, will also cover the National AYUSH Mission and strengthening of Drug Regulatory System in the State-Establishment of Modern Drug Testing Laboratory at Kathua.
“The funds have been released in favor of the respective Head of the Departments for its utilization during the current financial year (2022-23) towards the approved components of the schemes as per details and break up,” read the approval order.
For the GMC, Anantnag, the UT share approved under Capex Budget 2022-23 is Rs 364.00 lakhs while the UT share released is also Rs 364.00 lakhs. For GMC, Baramulla, the UT share approved under Capex Budget 2022-23 is Rs. 340.00 lakhs while the UT share released is also Rs 340.00 lakhs.
Similarly, for GMC, Doda, and Kathua, the UT share approved under Capex Budget 2022-23 is Rs 763.00 lakhs and Rs 646.51 lakhs respectively, while the UT share released under the Capex Budget is also Rs 763.00 lakhs and Rs 646.51 lakhs.
Further, under the Nation AYUSH Mission, the UT share approved under Capex Budget 2022-23 is Rs 362.51 lakhs while the UT share released under the Capex Budget is Rs 138.52 lakhs.
The details further state that for strengthening the Drug Regulatory System in the State-Establishment of Modern Drug Testing Laboratory at Kathua, the UT share approved under Capex Budget 2022-23 is Rs 250.00 lakhs while the entire amount has been released by the Government.
For these centrally sponsored schemes, the total UT share approved under Capex Budget 2022-23 is Rs 27, 27, 06,000 while the funds that have been released amount to Rs 25, 02, 03,000.
The heads of the departments in whose favor the funds have been released have been directed to furnish the physical and financial progress report every month to the Administrative Department and ensure the completion of the approved components within the prescribed timelines.
The H&ME stated that the funds released have to be utilized for the purpose meant for without any diversion at all while the Principal Government Medical College Doda has been directed to ensure that the amount released to be utilized for approved components only and no funds are diverted for male-female hostel taken up, without the approval of the Administrative Department
It has been directed that the expenditure shall be made strictly, according to the classification under which funds have been authorized by the Finance Department, while the Treasury Officers have been advised not to entertain bills without complete classification under which funds have been authorized by the Finance Department.
The drawing and Disbursing Officer (DDO) shall complete all codal formalities before the presentation of bills at the Treasury, while the Treasury Officer shall not allow parking or withdrawal of funds in the Civil Deposit without prior concurrence of the Finance Department.
H&ME has stated that all the required codal formalities shall be observed at all levels with due diligence, while it has been directed that all the conditions contained in the BEAMS release order shall be adhered to in letter and spirit.
