JAMMU, Mar 19: Deputy Chief Minister Tara Chand today chaired a high level meeting which was attended by Advocate General M.I Qadri, Commissioner/Secretary Law and Parliamentary Affairs G.H.Tantray, Secretary School Education Department, Hirdesh Kumar Singh and Addl. Secretary School Education.
The Deputy Chief Minister issued directions for constitution of a high level committee under the chairmanship of a retired Judge of High Court to be nominated by the Chief Justice for reviewing and fixing the fee structure for private schools in the State.
The Committee will also examine whether the private schools are charging any capitation fee and whether these institutions are indulging in profiteering. Mr. Tara Chand directed for sending the panel to the Chief Justice for nominating Chairman of this committee.
In addition, he also directed the Secretary School Education Department to constitute a committee comprising of prominent educationists representing different sections and regions for framing an inclusive and effective education policy for the State.
The Deputy Chief Minister directed for framing a transfer policy for regulating transfers and postings in the School Education Department, which should be pragmatic and will take into consideration the topographical and climatic factors and period spent by officials in challenging environment/locations.
The Deputy Chief Minister also decided for reviewing SRO 123 of 2010 dealing with the private educational institutions and directed that the relevant provisions of the Act be also amended to make it more pragmatic.
Mr. Tara Chand also decided for issuing an educational calendar for every academic year, both for winter and summer zones.
The Deputy Chief Minister emphasized on the need to speed up promotion process of Principals and directed that the vacancies as a result of promotions/retirement be also referred to PSC/SSB. In addition it also came to fore that 4455 number of posts of teachers and other non gazetted staff have been sent to SSB which have also been advertised and 581 number of vacancies of Lecturers have also been referred to J&K Public Service Commission since the Deputy Chief Minister took charge of the School Education Department.
It was also decided that School Education Department will take up the matter with Public Service Commission and Services Selection Board for fast tracking recruitment process as about 20,000 posts of different categories are lying vacant in the School Education Department.
