HC seeks report on dog menace in Srinagar

Srinagar, Sept 26: High Court today directed Animal Welfare Board of India, Srinagar Municipal Corporation and others to file their updated status report on measures taken to curb dog menace in Srinagar.
Court had directed for finalization of Memorandum of Understanding (MoU) between Srinagar Municipal Corporation and Animal Welfare Board of India with regard to measures taken curb dog menace in Srinagar.
Court had recorded the status report filed by Ms Jagjit Perewal, Executive Board Member, AWBI, disclosing that the board was awaiting the signing of MoU with State Government Department including SMC and dean Faculty of Veterinary Sciences and the Animal Husbandry Kashmir.
The earlier MoU signed between AWBI and SMC has confronted some problem which were discussed in a meeting held by then the Chief Secretary  on July 1 2012. Subsequently on September 3, 2012, a meeting was held in the office of Principal Secretary to the Government Housing  and Urban Development Department. However, for some unknown reasons, MoU between the state government department and the AWBI has not been finalized.
Previously observing that no concrete results have been achieved to address dog problem in last two years, the Court had directed the stakeholders to take all measures permissible under law to deal with the menace.
Court had directed the Executive Committee of the J&K Animal Welfare Board to constitute a team of experts which shall come out with a concrete proposal or suggestions so that the dog scare, which has given rise to public outcry, is taken care of in a more effective manner within a short span of time
Court had advised the committee to carry comprehensive study of the dog problem and follow Section 304 of the J&K Municipal Corporation Act and Regulation No.8 (iii) of the Prevention of Cruelty to Animals (Establishment & Regulation of Animal Welfare Board & Societies) Bye Laws, 2011.
The PIL was filed by advocates, AR Hanjura and Nadeem Qadri, and a law student Syed Musaib, which had sought intervention of the High Court to address dog menace in Srinagar.
