HC restrains State from making adhoc promotions

JAMMU, June 17: High Court has restrained the State from making adhoc promotions in the Horticulture Department.
The direction was passed in a petition filed by Horticulture Development Officer Rajinder Kumar and others challenging alleged adhoc promotions of private respondents for being in gross violation of the right of consideration of the petitioners.
After hearing  Advocate FA Natnoo appearing for the petitioners, Justice Dhiraj Singh Thakur issued notice to the Commissioner Secretary Agriculture Production Department, Commissioner Secretary GAD, Administrative Secretary Horticulture and Directors of Horticulture Jammu and Kashmir returnable within four weeks.
In the meanwhile, High Court directed the respondents that they shall not make any further arrangement on adhoc basis with regard to the private respondents against any higher post.
“Incharge arrangement made in favour of petitioners, private respondents and other such members of the service shall not be extended beyond the period of six months and the official respondents shall take immediate steps for referring the vacancies to be filled up by promotion to the PSC/DPC within 15 days and the vacancies shall be filled up not later than six months”, the High Court said.
