HC raps SSRB, H&ME Deptts

Srinagar, May 9: The High Court today directed the Service Selection Recruitment Board (SSRB) to inform it about the recruitment of various posts for Drug and Food Control Organization by next date after Court rapped SSB and Principal Secretary Health and Medical Education Department for filing contradictory statements before the Court.
In this connection a report has been filed by Atal Dulloo, Principal Secretary to Government, Health and Medical Education Department, before the Division Bench of Chief Justice Gita Mittal and Tashi
Rabstan disclosing therein the status of the sanctioned posts as well as the vacancy position and the steps taken for recruitment by the respondents.
Court after perusal of the report observed that matter with regard to appointment of non-gazetted staff stands referred to Service Selection Recruitment Board. “A direction is issued to the Service
Selection Recruitment Board to submit a status report on an affidavit with regard to the recruitment of various non-gazetted posts in the Drugs and Food Control Organization”, DB directed and ordered the
board authorities to file such affidavit within four weeks from the date of receipt of copy of this order.
Meanwhile amicus to the PIL senior advocate Bashir Ahmad Bashir informed the Court that he has received a copy of the report filed by Commissioner Food Safety, J&K. However, court said, no such report is forthcoming on record and directed the counsel appearing on behalf of Commissioner
Food Safety trace out the report and bring the same on record.
“Liberty is given to B A Bashir, to file his response to the report, if any, before the next date of hearing”, read the directions.
Principal Secretary to Government H&ME department earlier submitted before the court that further strengthening the Department of Food Safety a new proposal of 306 posts of various designations has been sent to Finance Department for concurrence and the said proposal was returned for some clarification and thereafter has been sent back to the department and the same is still pending with Finance.
However, the Secretary SSB had replied in negative while as the Principal Secretary denied the fact and submitted that the department has referred some posts which are lying vacant, to SSRB for selection.
It is after both the officers were rapped by the Court on this communication gap and misunderstanding and in this context had directed the Principal Secretary H&ME to file an affidavit indicating therein as to how many posts which are otherwise available in the department and are required to be filled and how many posts are vacant which he did as per court orders.
Secretary of SSRB was also under direction to file an affidavit as to how many posts has been received by the H&ME department for process of selection and if such posts are referred then he has been directed to ensure that such posts are processes for selection.
