Srinagar, Oct 21: The State High Court today granted four weeks to State Government for submitting the list of appointments made in Planning Development and Monitoring Department (PDMD) for the last 20 years.
The time has been extended by Justice MH Attar after the State Counsel M I Dar (AAG) stated before the court that the process for gathering the information about the appointments has been initiated.
The AAG further requested to the court that it will take some time to collect the particulars to be submitted before the court and sought more time.
Advocate Dar produced a communication before the Court addressed to Services Selection Board by Under Secretary to Government Planning Development and Monitoring Department seeking list of candidates who have been selected by the SSB by or before October 25. “Provide the list of candidates who have been selected through SSB against the post referred by Planning Development and Monitoring Department for the last 20 years”, read the communication of Under Secretary.
Meanwhile, court asked the Registry not to entertain the withdrawal of the writ petition, in case the petitioners move application for withdrawal of it as the matter involved general importance.
The court has sought information of appointments after one of the petitioners in the writ petition revealed and also confessed that he has obtained his Post Graduation in Economics against the huge payment towards “Manav Bharti University”.
In view of the confession by the petitioner, court earlier directed the Chief Secretary of the State to furnish full particulars of such persons, their date of appointment and posts presently held by them.
The department joined the issue about the degree certificates of the petitioners on the ground that the university which has issued the degrees is not a recognized either with the UGC or with the State Government.
The petitioners have approached the court through a writ petition seeking a formal order of Junior Statistical Assistant (JSA) be issued in their favour and they be appointed on the post of JSA.
One of the petitioners while appearing in person before the court on last date of hearing was asked to project his case in English. When he could not speak in English, court doubted his ability and he was asked to write a brief of five lines about ‘Advanced Macro Economics’ the subject in which he has qualified his Post Graduation with good marks.
Petitioner could not write the name of subject properly as he wrote ‘Micro’ instead of ‘Macro’. Thereafter he was asked to differentiate between Monetary Economics and Fiscal Economics and despite copying from the material which was available with him, he could not differentiate the Monetary and Fiscal Economics.
