Srinagar, Oct 28: Jammu and Kashmir High Court today directed the Public Service Commission (PSC) not to go ahead with the Combined Competitive Preliminary Examinations (CCPE) scheduled to be held from November 23.
Justice M H Attar issued notice to Chairman Public Service Commission, Secretary Law, Justice and Parliamentary Affairs and Secretary and Controller of Examinations, Public Service Commission for their response by or before November 16 to a petition and directed PSC not to proceed with the examination process.
The writ petition challenges what it says “illegal, arbitrary and unlawful action” by PSC in issuing a wrong key to the result pertaining to the CCPE, 2014 conducted by it, thereby jeopardising the career prospects of the Petitioners and other aspirants who wrote the exams.
It is stated that the PSC (vide Notification dated 30.08.2015) notified the official key of various sets of question papers pertaining to the examination. In the notification, the candidates were also called upon to make a representation to the commission in the event the candidates were of the opinion that the questions were wrong or the answer to the questions provided was wrong.
Petitioners allege that perusal of the Key, they were shocked to note that answers to a number of questions were demonstrably wrong. The Petitioners accordingly responded to the notification (vide representation dated 01.09.2015) pointing out errors in respect of the Official Key.
The petitioners further state that they took up the matter with the authorities. However, their grievances were not entertained, stating that the matter had already been referred to the ‘experts’ and it was only after they had thoroughly checked the question papers afresh that a revised key was notified. The Respondents also refused to accept any representations sought to be made by the Petitioners.
Petitioners besides other relief, seek direction from the court that Combined Competitive Preliminary Examination, 2014 be conducted afresh.
