Harshdev submits memo to Union Minister for H&UD

JAMMU, Feb 8: Chairman of JKNPP and former minister Harshdev Singh today submitted memorandum in the office of the Union Minister for Housing and Urban Development  M Venkaish Naidu accusing the J&K Housing Department  of malpractices and misconduct in its functioning and mis-utilization of the grants provided by Central Govt to J&K under various schemes including the Housing For All (HFA) Mission of the Prime Minister.
The NPP leader, in the memorandum alleged that not only the Central Grants were being misused but a great unrest had been created due to the illegal termination of several Govt employees of the Housing Department who were appointed under proper procedures. Elucidating his point, he said that 21 technical experts including engineers, town planners, MIS, GIS, capacity building co-coordinators and social development specialists were appointed in February 2015 under Rajiv Awas Yojana (RAY) during Governor’s rule by following the proper selection process and in accordance with the recommendations of the selection committee constituted for the purpose. He said that the said candidates were regularly appointed and were performing their duties until recently when the Govt ordered their dis-engagement on the ground that the RAY scheme has been revamped as HFA Scheme by the Govt of India.
Mr Singh pointed out that the harassment of the said technical experts had started immediately after the formation of Govt in March, 2015 with the new dispensation in the State averse to the continuance of the said candidates appointed during Governor’s rule. He said that their appointment was opposed by the new dispensation on the pretext that the RAY scheme under which they had been appointed had been converted into HFA scheme and hence their services were no longer required. He said that after harassing the said appointees for a few months they were eventually dis-engaged in October 2015 on frivolous grounds.
Strongly condemning the highly unfair and mischievous conduct of the J&K H&UD Deptt, Mr Singh appealed to the Union Minister to personally intervene so as to ensure justice to the aggrieved candidates.
