Most of the ZEO offices of Kashmir valley are working against the norms. The ZEOs remain busy mostly in the fields and clerical staff rules the offices. The worst sufferers are the teachers working in Zone.
The teachers have to bow before the babus for sanction of their leave. Mostly the female teachers are worst sufferers and their work is delayed in order to retain them in the office for long period. The babus linger on their work so that the female teachers are made to visit the ZEO office again and again. The GP fund cases, time bound promotion cases are delayed unnecessarily which involves huge rush of teachers in the zones thereby creating more hurdles for the teaching community. The service book of the teachers are kept incomplete and they are completed when the demands of the babus are fulfilled.
The Zonal Offices have lost the routine of completing the work of masters and teachers. The teachers are fed up to serve in zones. The GP fund statements and SLI statements are not provided to the teachers in time; thereby forcing the teachers to visit the zone offices again and again.
However, the blue-eyed teachers are being provided a number of privileges and that too without any accountability.
An appeal is made to the Education Minister to redress the problems of the teachers at the Zonal level by framing a policy for functioning of Zonal Education offices so that the teachers may not suffer in the hands of the ‘babus. It is suggested that a grievance cell may be established at the district level.
