RAJOURI, June 5: Citing lack of check on tribal funds, the Tribal Research and Cultural Foundation- a leading Gujjar organisation today pleaded that J&K Govt and Union Ministry of Tribal Affairs must built an effective mechanism to monitor implementation of Tribal Sub-Plan, utilization of funds and conduct regular review of the schemes at district level.
The speakers during a programme organised by the Foundation here today welcomed the initiative of Chief Minister Mehbooba Mufti, who also holds the charge of Tribal Affairs Ministry , for her intervention whereby the Govt of India has agreed to increase allocation in five-fold under TSP to J&K but it will not yield good results until effective steps are taken and monitor the initiatives.
The Gujjar scholar Dr Javaid Rahi in his address said that for the first time Govt of India has agreed to allocate of Rs 100 crore under TSP, which is the highest ever J&K State has got but it requires proper implementation of schemes on ground.
He said that common monitoring system is required whereby the Tribal community and Govt jointly look after the execution which can yield best results of Tribal developmental schemes. He said it is matter of pride for tribal that Chief Minister herself taking interest in the Tribal development but a strong mechanism is required at district level for execution of tribal schemes.
They appreciated the State Govt’s move to spent 50 percent allocation under TSP on improvement of educational facilities in J&K as the State decided that in every Gram Panchayat at least one Secondary School will be taken up for phase-wise upgradation from additional grants under Article 275(1) and TSP with matching grant from J&K Government.
The speakers also pleaded that State Govt should constitute a high level committee to prepare a position paper on the current socio-economic, health, educational and ethno-cultural status of Tribal communities of the State. They stated that only such committee can suggest policy initiatives as well as effective outcome-oriented measures to improve development indicators and strengthen public service delivery to STs.
Dr Ashraf Chouhan, Mohd Mushtaq, Ali Mohd, Wazir Chechi, Mohd Khadam Banya and Ali Hussain also spoke on the occasion.
