Bureaucrats, I understand, are intelligent, hardworking and have vision to guide the destiny of the nation. However, a news item titled ‘ Recommended 14 years back, Recruitment Rules yet to be framed’ in Daily Excelsior’ of July7, 2016 and an editorial on the same subject titled ‘ Frame GCET Recruitment Rules’ in Daily Excelsior of July 9, 2016 gives a distorted picture of bureaucracy in our state. I must say it was a well researched and documented editorial.
As per the news item and editorial, it transpires that teaching faculty which was recruited through PSC almost quarter of a century ago are still languishing at the entry level scale in absence of recruitment rules and consequently depriving the faculty of Career Advancement Scheme of AICTE. I am not even remotely connected with Govt. college of Engineering and Technology, Jammu but as a Jammuite, I was pained to read that teaching faculty which must be a demoralized lot may be unable to do justice to the young flowers who are yet to bloom and become future engineers of the country.
Government college of Engineering and Technology, Jammu was established in the year 1994. Does it take 22 years to frame recruitment rules? Or is it a sheer discrimination since this college is located in Jammu? Can it ever happen if bureaucrats’ Career Advancement/ Promotion is involved? Is nobody accountable for this lapse? It may not be too late to amend. Better late than never.
