JAMMU, Oct 26: West Pakistani Hindu Refugee Front (WPHRF) today appealed the Union Government to provide 27% reservation to OBC category in J&K at par with other States and UTs to remove the decade old injustice and discrimination.
Welcoming the decision taken by the Lieutenant Governor J&K for categorizing the West Pakistani refugees (other than those in SC category) as Backward class in J&K along with other 16 backward castes for inclusion in the existing 27 OBC castes, chairman WPHRF, Sub Major (Retd) Madan Lal Dubgotra urged the Union Government as well as J&K administration to grant 27% reservation to OBC category in J&K at par with other states and UTs.
“OBC category in J&K has so far not been provided reservation as per Mandal Commission Recommendations and Union Government order dated 8 September 1993. In 1994, while adopting OBC reservation, J&K Government diluted 25% reservation quota of OBC by including Residents of Backward Areas (RBA) and Residents adjoining to Actual Line of Control (ALC) by violating Central Government Order and ignoring Mandal Commission Recommendations since OBC reservation is meant for Backward Classes and not for the people of Backward Areas,” Dubgotra added.
He said Union Government has already extended 27% reservation for OBC Category in Educational, Medical and Dental Course Institutions, Kendriya Vidyalayas, Navodya Vidyalayas and NEET exams after abrogation of Article 370 in J&K UT and therefore, OBCs in J&K are very much entitled to 27% reservation in Public Sector Employment and Panchayati Raj Institutions at par with other states.
Dubgotra further demanded that 10% reservation illegally provided to Economically Weaker Section (EWS) out of OBC reservation quota may be reverted back to OBC Category. He also appealed the J&K administration to abolish 10% and 4% reservation to RBA and ALC/IB, respectively and revert back 14% quota to OBC Category.
