Graduate Engineers urge Governor for regularization

JAMMU, Nov 16: Jammu Kashmir Electrical Engineers (Graduates) Association has urged the State Governor to issue necessary orders for regularization of the engineers.
An urgent meeting of the executive body of JKEEGA was held at the Association office, here today under the chairmanship of Er Harvrinder Singh, president JKEEGA, to discuss the issues pertaining to the promotions of Graduate Engineers of PDD at AEE and AE level and regularization of the Engineers.
During the meeting, it was observed that about 115 number posts at Assistant Executive Engineer rank and more than 140 number posts at Assistant Engineer rank are lying vacant. Moreover, the resultant vacancy at the level of AE accumulates to around 250 and under such circumstances, department is being pressurized to complete the Center sponsored projects in time like DDUGJY, UJJALA, UDAY, IPDS, SAUBHAGAYA without adequate manpower.
The file for promotion of the AEE and AE was forwarded to the GAD six months back for its opinion but nothing decisive has been done till date and even the minutes of meeting of the establishment cum selection committee are being held back even after two months for the reasons best known to the authorities, the Association observed and added that the degree holders even though eligible for promotion since 2012, are being deprived of their due rights for the last nine years.
Urging the Governor to look into the matter and address the problem at an earliest, the Association apprised that without regularization, the engineers are placed to the next rank on adhoc and stop-gap arrangements at the time of promotions which has caused frustration and distress among the officers of the department. “DCP, Chief Engineers, Superintending Engineers, Executive Engineers and Assistant Executive Engineers are superannuated in the grades of Junior Engineers or at the most Assistant Engineers which speaks volumes about the total indifference and humiliating treatment to the services rendered by them spreading over decades. Not only this but also serving senior engineers such as CE/SE/Xen/AEE are drawing salaries of either JEs or AEs at the maximum”, the Association said and hoped a time bound positive action besides maintaining the cadre strength ratio of 80 percent for Degree holders and 20 percent for Diploma holders.
