Govt orders regularization of 206 PDD daily wagers in Jammu division

Uncertainty over fate of PDL/RDLs after unbundling ends

JAMMU, June 18: For the first time after unbundling of the Power Development Department, Government has ordered regularization of more than 200 PDD Daily Wagers in Jammu division, who are having continuous seven years of service without any break.
An order in this regard has been issued on the basis of recommendations of the Divisional Level Departmental Promotion Committee thus ending uncertainty over the fate of thousands of other daily wagers in the PDD.
Those regularized, include 17 Junior Assistants and 189 Class IV in the department, against available posts , strictly in terms of J&K PDD Subordinate Services Recruitment Rules 1981, notified vide SRO-381-PDD of 1981.
The regularization has been done on the basis of decisions/recommendations of Divisional Level DPC in its meeting held on 09-02-2021 and approval conveyed by the Managing Director, JPDCL Jammu vide No.MD/JPDCL/Adm/10-1/432-33, dated 06-06-2022 and number MD/JPDCL/10-1/457-58, dated 08-06-202.
“Sanction is hereby accorded to the regularization of PDL/RDLs on probation for a period of two years against the available Class-IV posts (Executive/Ministerial) in the pay level of Rs 14800-47100 (SL-I), notionally with effect from 09-02-2021 (date of convening of 79th DPC) and monetarily from prospective date,” read the order No.CEJ/Adm/DPC/59 of 2020, dated 17-06-2022, issued by the Chief Engineer (Distribution) Jammu, Power Distribution Corporation Ltd, Er Sandeep Seth, who is also Chairman of Divisional Level DPC.
The order assumes significance in view of the fact that this was the first regularization in PDD after unbundling of the department into various Corporations in 2019. As there was no roadmap for regularization of the daily wagers already working in the department after unbundling, future of thousands of these daily rated temporary workers was in dark.
According to the official sources, a similar order for regularization of around 300 daily wagers in the Kashmir division of PDD is also likely to be issued soon on the basis of DPC recommendations.
Pertinent to mention that there are around 11000 daily wagers in the PDD across Jammu and Kashmir, who are awaiting their regularization against available vacancies in the department. Last time regularization in PDD was affected in 2019.
According to the latest regularization order, those regularized, shall report to Corporation/offices/Circles/Divisions allotted to them within a period of 21 days from the date of issuance of regularization order, failing which their regularization shall be cancelled ab-initio without any further notices.
The incumbent shall be allowed to join formally only after verifying their Academic/Qualification Certificate, Date of Birth certificate, PRC/ Domicile certificate and relevant category certificate, if any.
The DDOs shall ensure that vigilance clearance of these PDL-TDL is obtained within six months from their date of regularization and in case of adverse report, regularization of the concerned shall be treated as null and void.
Further, the inter-seniority of the PDL-TDL shall be determined as per the J&K Civil Services Rules, 1965 and the convertees shall be governed by the New Pension Scheme.
