Govt directs TOs not to entertain any bill after Mar 30

JAMMU, Mar 12: The government has directed the Treasury Officers (TO)s not to entertain any bill/ cheque for payment at treasury received after working hours on 30th March.
The Treasury Officers are also advised to convey these instructions to the Drawing and Disbursing Officers (DDOs) operating in their respective treasuries by way of prior advice or notice.
A circular issued in this regard by the Finance Department, states “It has been observed during the past that the bulk of bills/cheques are received at the treasuries on 31st of March and even after working hours and this provides little or no opportunity to the concerned Treasury Officers to verify and scrutinize the bills/ cheques which dilutes the rigour of scrutiny of bills posing avoidable risks”.
“Further, such a practice has all along been objected by the Accountant General and has advised to avoid rush of expenditure on 31st of March”, it adds.
