Govt bar on fresh postings, transfers complicating crisis after detachments

JAMMU Jan 22: Government instruction barring fresh postings and transfers of Teachers/Masters is further complicating the crisis in School Education Department following cancellation of attachments and deployments in different schools and institutions at the peak of academic session.
As the number of teaching staff relieved from the different schools across Jammu division swells to more than 1800, the gravity of situation with regard to adverse impact on studies in schools seems more alarming as several educational institutions in erstwhile Doda, Poonch, Rajouri, Udhampur and remote areas have become without teacher of specific subjects after detachments.
Unlike Jammu, where the surplus teaching staff without posting was rendering services in the schools on account of deployment, the districts like erstwhile Doda, Udhampur and Poonch-Rajouri were managing the understaffed schools by means of attachments of teachers from one school to another on need basis, sources explained.
Interestingly, the number of attached/deployed teachers, who have been relieved from different schools in these districts, is much more than the number of such Masters and Lecturers.
According to the official sources,   1852 Teachers, Masters and Lecturers has so far been relieved from different schools and institutions across Jammu division. In Kishtwar, 201 Teachers, 23 Masters and six Lecturers have been relieved while in Poonch, the number of relieved Teachers, Masters and Lecturers, is 207, 20 and nil, respectively.
Similarly in Rajouri, 297 Teachers, 36 Masters and nil Lecturer have been relieved while 180 Teachers, 10 Masters and one Lecturer were relieved in Reasi. In Udhampur, 108 Teachers, 72 Masters and three Lecturers have been relieved.
While the highest number of teaching staff has been relieved in Jammu (total 426) the number is least in Ramban where only 21 Teachers, five Masters and one Lecturer have been detached. After Samba and Kathua, it is followed by Doda with 48 detached Teachers, eight Masters and nil Lecturer.
In Samba 30 Teachers,  13 Masters and nil Lecturer have been detached while in Kathua, the number of relieved Teachers, Masters and Lecturers is 39, six and two respectively.
The compliance report from some of the DDOs of winter zone and far flung areas is still awaited.
While the cancellation of all attachments and deployments at peak of the academic session has triggered a crisis in the School Education Department, another Government order restricting transfers and posting of teachers/Masters has further complicated the situation.
As per the  order, vide letter number Edu/I/324/2009, dated 15-1-2015, issued by the Secretary School Education Department, Director School Education Jammu/Kashmir have been asked not to issue any order of transfer posting of the Teachers and Masters at  the Directorate level.
While more than 300 Masters are surplus in Jammu, 63 Lecturers repatriated from Leh and Kargil are still awaiting posting orders in the Directorate of School Education Jammu, sources informed.
As reported by the Excelsior in today’s edition, a large number of Masters and Lecturers, repatriated to home district Jammu and Kathua last year after serving complete tenure in far flung  districts, are  without posting due to non-implementation of the transfer norms by the concerned authorities for the reasons best known to them.
Meanwhile, a case of pick and choose at the top level has come to the notice as a Lecturer deployed in DIET Jammu and relieved yesterday,  has been posted at Higher Secondary School Bahu Fort against available vacancy. Order in this regard was issued by the Administrative Department of School Education vide number 14 EDU of 2015, dated 20-1-2015.
However, on the other hand, Administrative Department is not considering  adjustment of the five Chief Education Officers and 65 Principals/HoDs, who have been awaiting posting and directed to report to the Director/SIE/DIET of Jammu Division. The number of such officers in higher is Kashmir division, sources added.
