Governor must strengthen RTI

Sir,
Apropos to article Governor must strengthen RTI (Excelsior June 27th 2018) by Dr Raja Muzaffar Bhat. I am very happy  Mr N N Vohra has taken over the affairs of State administration. Mr Vohra is an able administrator and did commendable job when state was put under Governors rule few years back. If Vohra sahib strengthens the institution of Right to Information (RTI) by way of ensuring voluntary disclosure of information under section 4 of RTI Act  I am sure his half job is done.
Why shall we file an application under RTI Act and wait for 30 long days to get a beneficiary list of rural housing scheme (PMAY) which was earlier called IAY ? Why shall we have to file an RTI before District or Tehsil Social Welfare office to get a list of old age or widow pensions etc ? Almost 70 percent of the information sought from Development departments falls under section 4 , but inspite of 10 years of RTI law in Jammu & Kashmir the same is not made available to public on official websites of Govt departments . Moreover people in rural areas should be made aware about their right under J&K RTI Act 2009. Inspite of clear cut directions to Govt for creating mass awareness on RTI , the Government has failed to make people aware about this law and that is the reason there is still very less awareness  about RTI Act and people in rural areas are not able to use this right.
