JAMMU, Apr 28: Minister for Education Naeem Akhtar said that GIS mapping of all the schools of the State will be completed within a period of two months with the active involvement of the DDCs. The State Project Director (SPD) should ensure all software support for the job, he added.
Minister stated this while chairing orientation of District Development Commissioners (DDCs) and Chief Education Officers (CEOs) of Jammu division on Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA).
State Project Director, SSA and RMSA, Saugat Biswas presented a detailed overview of all the interventions under SSA and RMSA.
The issues discussed under RMSA and SSA schemes included progress of civil work programs, bottlenecks such as land availability and acquisitions, tendering process in lieu of approved funds, trainings, IEDSS, and many issues of the department. Besides, it was stressed upon to gear up the construction process for Girls’ Hostels so as to avoid any escalation on cost. Scheme for children with special needs under inclusive education was discussed threadbare, and a roadmap was given to the DDCs by the Minister for effective implementation of the scheme.
Minister directed for conducting induction training programs for newly recruited teachers as part of capacity building. He also urged DDCs to explore possibilities for convergence of funds from various sources for implementation of the components of RMSA and SSA that may need additional funds for fuller implementation.
The major decisions of the meeting were that henceforth the funds for constructions under up-gradation and strengthening components will be routed through the DDCs, so that they can have a direct impact on timely completion of various works.
Minister mandated the DDCs to ensure that all pending constructions having the required funding available must get completed within this financial year.
Commissioner Secretary, School Education, Shaleen Kabra informed that in the latest approvals from MHRD for 2016-17, various civil works that were pending implementation for want of funds have been re-sanctioned at present SoR. This includes the 68 girls hostels due for construction this year, he added.
Directions were also issued by the Minister for ensuring the preparedness and functioning of ICT laboratories in schools within the timelines already generated. Besides, linking of students’ database with Adhaar was also discussed with CEOs and DDCs.
Director School Education Department, Jammu, Smita Sethi, all State Coordinators of SSA and RMSA, besides many others were present during the programme.
