Gen Singh refused to receive summons

JAMMU, Jan 21: Former Army chief Gen VK Singh, who is due to appear before the Legislative Council Privilege Committee (LCPC) at 2.30 pm tomorrow, has not received the summons issued to him by the LCPC on January 9.
Official sources told the Excelsior that the summon sent to Gen Singh by the Council Secretariat on January 10 through speed post at his Gurgaon residence in Haryana was not received by the former Army chief.
“The Post Office staff, which went to Gurgaon residence of Gen Singh to deliver the summons, was told that the former Army chief was not present in the house,’’ sources said.
After Gen Singh didn’t appear before the LCPC on January 9, the Panel had decided to issue him fresh summons for January 22 before initiating further proceedings against him.
The Congress, which is in dilemma over frequent issuance of summons to the former Army chief, was likely to propose constitution of a separate sub committee on the issue of Gen Singh if he didn’t appear before the Panel tomorrow. The Congress would not like to head the sub committee.
Meanwhile, Legislative Assembly Speaker Mubarak Gul today referred the breach of privilege notice against the former Army chief and the reply give to the notice by Gen Singh to the Committee on Privileges of the Assembly for further examination, investigation and report.
The privilege motion against Gen Singh was signed by 15 Ministers and MLAs in the Assembly.
