Finance Deptt authorizes 100 pc Capex budget for new works in J&K

Works to be completed during current FY

JAMMU, Mar 6: The Finance Department today authorized 100 percent Capital Expenditure (Capex) budget including the previous authorization out of approved Balance Expenditure 2020-21 in respect of new works under Union Territory as well as District Capex budget with some conditions.
The authorization of budget was approved by the Financial Commissioner (Finance) Dr Arun Kumar Mehta.
The Finance Department directed that the Administrative Secretaries, District Development Commissioners and Controlling Officers will make further releases to the executing/spending agencies in respect of only such new works which shall be completed physically and financially during the current financial year 2020-21.
“The work-wise/activity-wise releases shall be made through Budget Estimation Allocation & Monitoring System (BEAMS) and the Administrative Secretaries/ District Development Commissioners shall review physical and financial progress of completion. The new works taken up for execution should be fully verified and conform to the laid down procedures like accord of administrative approval/technical sanction, e-tendering, furnishing of geo-tagged photographs of projects etc,” the Finance Department order said.
“There shall be no restriction on expenditure. However, expenditure shall be restricted to the extent of funds authorized by the Finance Department. There shall be no expenditure on vehicle and furniture/ furnishing without specific permission from the Finance Department,” the order read.
It said that the Director Finance(s)/ FA&CAOs and CAOs/AOs with the controlling officers shall release funds in respect of those works/ activities to be completed during the ensuring financial year or at the most during next financial year.
“Director Finance(s)/ FA&CAOs/AOs, before authorizing funds through BEAMS shall ensure that the work has been initiated after following due e-tendering procedure and AA/TS is in place,” the order said.
“In no case the funds shall be released to clear any past liability and the same, if any shall be referred to Finance Department for appropriate action.
“The Treasury Officers shall ensure that all the codal formalities have been fulfilled and all the documents viz. AA, TS, e-tendering etc. are in place while entertaining the bills through JKPaySys besides the before and after completion photographs of the work,” the finance Department said.
It added that the funds so authorized shall be utilized by the concerned authority only for the specified purpose after boserving all pre-requisite formalities as required underrules.
“The execution of works shall be taken up strictly for the approved activities only within the approved cost and no liability shall be created ensuring financial discipline in the system. The controlling officers shall be personally responsible for any liability created on account of un-approved/un-authorized works,” the order read.
