Eviction threat to students

Sir,
This refers to your front page news item regarding ‘eviction threat face by J&K students under PM Scholarship Scheme from some colleges’ published in your newspaper of Feb. 9, 2016. Pertinent to mention that not only the J&K students reading in Punjab but also those from Haryana & other States are also facing the same problem of eviction threat from colleges for non payment of fees (Hostel and Tuition fee) to those colleges by AICTE.
In this connection a delegation of students from Haryana Engineering College, Jagadri , Haryana recently met Commissioner Secretary, Higher Education, J&K,  Sarita Chauhan and also submitted a representation whereby they requested her intervention in the matter so that the career of these students is not harmed. However, the action Taken by Commissioner Secretary in the  matter is not known.
To set the records straight, the State Govt. as well as the executing agencies of this PM Scholarship Scheme was in the initial years of 2013 &2014 routed through NGO’s and various NGO’s were encouraged to propagate and sponsor the candidates under this scheme and various functionaries including AICTE entertained communications/ correspondence with such NGOs on the subject. It was only in the year 2015 that a proper selection mechanism was devised and followed in consultation with the State Govt. Till then no selection criteria was specifically specified and the cases recommended by NGOs were considered for such Scholarship. Hence by relying on such NGOs for such admissions followed by letters from colleges stating that the particular student has been admitted under the PM Scholarship Scheme appears quite justified , who now feel cheated in absence of a positive co-operation from the State Govt. Commissioner Secretary Higher Education J&K may well be reminded that in order to save the career of such students, Ms. Mehbooba Mufti, MP from Anantnag and then a major stake holder in the PDP-BJP ruling alliance took-up the matter with Union Minister for Higher Education Simriti Irani, who in turn assured to Ms Mufti of stern warning to the erring and arrogant colleges who resort to the practice of eviction of J&K students under PM Scholarship Scheme. Hence, it would be appreciable if the Commissioner Secretary, Higher Education, J&K Sarita Chauhan. who also presently holds charge of the functions of Minister of Higher Education, J&K takes up the matter to its logical conclusion by taking up the matter with the concerned quarters that be ill order to mitigate the worst ever ordeal which the students of J&K are facing on account of a Scheme which was supposed to be the best trend setter for the students of J&K.
