JAMMU, Oct 5: Priya Sethi, former MoS and convenor, Beti Bachao and Beti Padao (BBBP) laid emphasize for establishing J&K Commission for Women and Child Rights which will provide speedy trial of the offences against women and children and violation of their rights
Briefing media persons here, today, the former Minister said that on the basis of recommendation of United National Committee on Status of Women, GoI adopted the “National Commission for Women Act” and National Commission for Women came into being on January 31, 1992.

“Till August 5, 2019, a total of 28 States including Jammu and Kashmir and Union Territories of Puducherry and Delhi established State Commission for Women in their respective State and Union Territories. The J&K Child Act 2018 (Governor Act) stands repeated by virtue of the Jammu and Kashmir Reorganization Act 2019,” she said, adding that though the abrogation of Article 370 has paved the way for the National Commission for Women (NCW) to act on the complaints filed before them by women from J&K which was not earlier.
“Jammu and Kashmir has been ranked 10th position in crime rate against women in the country, she said. NCRB (National Crime Record Bureau) has revealed that half of the cases recorded last year are awaiting investigation. J&K last year witnessed as many as 3069 cases of crime against women including rapes, molestation and domestic violence. There have been 1440 cases of assault on women with intent to outrage their modesty in J&K last year,” she added.
“There have been reported cases of dowry related deaths in the UT so there is dire need of establishing J&K Commission for Women and Child Rights which will provide speedy trial of the offences against them ,” she said.
Priya said that when the Commission is re-notified it will have the power to investigate, examine and review all the matters relating to the safeguards provided for women and child rights under the Constitution of India.
She said the Commission as per the Act shall have the power to enquire the complaints, take suo-moto notice of matters related to deprivation and violation of women and child rights, non implementation of laws policies to protect women and child viz-a viz achieving the objective of equality and development. The most importantly fate of hundreds of women and children is hanging in lurch as their cases are pending disposal with the J&K State Commission for Women and Child Rights. Gurmet Randhawa, co-convenor, Rekha Sharma co-convenor were also present in the press conference.
