JAMMU, July 24: The Forum of Junior Engineers with Engineers/Feeder Managers of different wings of Electrical, Civil and Mechanical today called upon the Deputy Commissioner Jammu under the chairmanship of Sachin Tickoo, convenor of the body on the issue of biometric attendance for field staff under the AEBAS system.
Mr Tickoo informed the Deputy commissioner that all employees including field staff has registered in the Aadhar based biometric attendance system before the set deadline of July 23, 2018. However, the controlling officers and Executive Engineers have already expressed the concerns of the field staff considering the fact that they have to be available 24/7 for attending to maintenance and routine faults occuring in the system.
The field staff after attending to exigencies of the system cannot be expected to punch in the biometric attendance twice a day just like any other ministerial personnel jobs.
” We have to be on toes for 24 hours and can’t shrug off from our responsibility after a period of six hour duty. The present constraints of staff has been expressed by Chief Engineers and at this moment a field executive or lower staff is attending to a certain jurisdiction area for complete 24 hours and this duty otherwise, needs to be shared among 4 feeder managers for 24 hours which is not possible due to constraints of man power, ” Tickoo narrated.
He said the Deputy Commissioner agreed in principle that there is a need to revisit the implementation of the Biometric attendance system in respect of field staff because of the exigencies involved in the system. Forum members informed the Deputy Commissioner Jammu about Deputy Commissioner Bandipora Circular through which he has granted such exemption to the field staff and sought similar exemption.
Sanjeev Bali, president of the PPEU requested the DC Jammu to issue a similar circular in respect of the field staff for the district so that field functionaries could whole heartedly work in field without the stress of punching in the Biometric attendance within a fixed time schedule .
