That Panchas and Sarpanchs after getting elected were rendered ineffective as they continue to be without any power, any strength or any support to undertake the developmental work for their villages, Blocks,etc. Rahul Gandhi saw their mood during his speech before them on Nov.6, at Jammu.
They protested and disrupted the small rally. Rahul had to cut short his speech. The question is as to why the necessary amendments in the laws or the state constitution are not made to empower the Panchs and Sarpanchs to strengthen the panchayati system in the state? The elections for the Panchayats were held after a considerable break and many in the valley had to face the bullets from the terrorists , still most of them continue to be associated with the concept of the Panchayati rule. It is high time Panchayats are empowered in the state.
