EDLWU demands promotion of non-ITI employees

JAMMU, May 10: All J&K Electric Department Linemen and Workers’ Union (EDLWU) today demanded the Power Development Department (PDD) to promote non-ITI employees to next higher rank, alleging that the Department is giving step motherly treatment to non-ITI employees.
Addressing a press conference here today, Suresh Chand Anthal, president of the Union said that the Department had engaged casual labourers/daily wagers from time to time and after completion of their continuous services of more than 7 years their services were regularized. He said at the time of engagement all the incumbents were non-ITI but some of them managed to acquire ITI Trade trainings in different trades that too without seeking permission from the authorities.
He expressed shock that the department on the basis of such acquired ITI training certificates/diplomas, granted promotions to next higher ranks and grades to these incumbents in clear violation of SRO-381 of 1981 dated 26-08-1981 Subordinate Service Recruitment rules as well as violation of Government Order No 78-PDD of 1985 dated 20-03-1995 and Government Order No 270-PDD of 1996 dated 06-08-1996.
Anthal criticized this pick and choose policy of the Department in granting promotions to the employees and ignoring non-ITI employees. He demanded the PDD to come forward for mitigating the sufferings of non-ITI employees by ensuring them promotions to next higher ranks retrospectively with effect from the dates their juniors (ITI trained) have been granted promotion.
