NEW DELHI, May 27: To mark the four years of the completion of the Modi Government, Union Minister Dr Jitendra Singh, who is also the Incharge-Minister of Department of Personnel and Training (DoPT), was presented here today with a unique book on “Governance Innovations” under Prime Minister Narendra Modi.
The book, titled “The Innovation Republic” and authored by Dr Vinay Sahasrabuddhe, Chairman, Indian Council of Cultural Research (ICCR) and Member of Parliament (Rajya Sabha) along with Dhiraj Nayyar as co-author, deals with the culture of innovation and creativity introduced in governance by Prime Minister Modi. The book tells the story of 17 important innovations, some of which using breakthrough technology and others creating new institutions, but all of these ultimately bringing in greater efficiency and effectiveness in the business of the Government.
Complimenting the authors, Dr Jitendra Singh said in the last four years, Modi Government has vindicated its commitment to good governance through institutional innovations like NITI Aayog, BHIM, Unnat Jyoti, Railway Twitter Sewa, etc.
Dr Singh recalled that soon after the formation of the Government, PM  Modi had made a declaration of intent by saying that, while Governments in the past took credit for introducing new legislations and rules, his Government will be satisfied to do away with the rules which have become obsolete and irrelevant with the passage of time. As a follow up, he said, approximately 1,500 existing rules and legislations were done away with during the last four years and one of the first among them to be abolished was the rule for getting documents attested by a Gazetted Officer and the provision of holding interview for selection to junior posts.
Dr Jitendra Singh said, one of the biggest breakthroughs in governance-culture was the introduction of the monthly PRAGATI (Pro-Active Governance And Timely Implementation) programme on the personal intervention of Prime Minister Narendra Modi, who holds a video conference simultaneously with the Chief Secretaries of all the States as well as the Secretaries in Government of India, once in every month.
Dr Jitendra Singh also referred to increased citizen partnership in governance by introducing a number of digital platforms like My Gov etc. He hoped that the book authored by Vinay Sahasrabuddhe and Nayyar will serve as a research document for the future scholars to study the mastermind and the vision of Narendra Modi, inspired by a singular aim to usher in New India.
