We don’t expect the Postal Department to be discriminatory in imposing service tax on Postal Life Insurance premium in the regions of the State. We have come to know that the Postal Department is charging 10.5 per cent service tax from State and Central Government employees in Jammu region whereas no such charges are imposed on employees in the Valley on Postal Insurance scheme. Despite the orders of the High Court, to which the employees had made a petition, employees in Jammu region are made to pay the tax. This is discrimination and at least a department of national importance, namely Postal Department, should not have indulged in illegal and unjustifiable action. It is strange that the head of the organization, Post Master General of J&K, is not aware of the discrimination taking place in his department and under his nose. It is important that this anomaly is removed forthwith and the rules are interpreted and implemented uniformally throughout the State. Furthermore, the amount realized from the employees in Jammu region on account of service tax should be returned to the incumbents. That is justice and fair play. It appears that there could be the communication gap between the Jammu circle postal authorities and the higher ups which has led to this unwanted discrimination. Since public money is involved, the employees deserve to be dealt with justice and the rule of law. Nevertheless we believe that postal authorities will look into the case and forthwith issue directions that remove discrimination whatsoever between the regions.
