We often come across the headings in newspaper under the caption “DC, DDC or CEO or any other officer paid a surprise visit to various Govt offices/schools etc and a big chunk of Govt employees found absent from their duties.” After finding employees absent, the concerned officers/drawing officers are ordered to hold an enquiry and take necessary action as per seriousness of the case. Sometimes on the spot action is taken by the supervising authorities by way of stopping pay or putting such employees under suspension for their derelection of duty but instead of random supervision a district level or block level committee should have been framed for constant supervision in various offices and schools etc in order to ensure the punctuality of Govt employees. The panchayat members should also be included in such committees. This could go a long way in having a proper vigil on such employees. After all, why should the employees resort to such unwanted malpractices when they are fully paid for their work. Moreover, it gives rise to bad governance which ultimately leads to the failure to the Govt machinery. It is because of the bad work culture in the employees that sometimes papers pertaining to some important public interest remain confined to the files and they never see the light of the day. Why should such employees only fight for better emoluments, other benefits and perks, rights and not eattend to their duties. In order to make the Govt functional and answerable to the public the employees should discharge their duties efficiently and effectively by following four Ds” Duty, Discipline, Dedication and Deliverance so that the public gets benefitted at large.
