Misappropriation of HDF in SDH Sopore

JAMMU, Sept 25: Health and Medical Education Department today initiated departmental action against four officials of Directorate of Health Services Kashmir who were found involved in misappropriation/embezzlement of Government money from Hospital Development Funds (HDF) and NRHM in Sub District Hospital (SDH) Sopore during the period from 04/2009 to 08/2011.
The order in this connection was issued today by Atal Dulloo, Financial Commissioner, Health and Medical Education Department. The officials against whom the departmental action has been initiated are Maroof Ahmad (the then Junior Assistant, SDH Sopore), Nazir Ahmad (then Junior Assistant SDH Sopore), Neelofar Praveen (then FMPHW, SDH Sopore), Irshad Ahmad Khan (then Accounts Assistant, SDH Sopore), Javed Ahmed Yatoo (then Senior Assistant, SDH Sopore), Shabir Ahmad Parra (then Nursing Orderly, SDH Sopore) and Saidullah Mir (then Nursing Orderly, SDH Sopore).
“The action against the officials has been initiated on the basis of complaint received from Vigilance Organization under No. VO-PE-BK-01/2011-1864-66 dated 06-02-2014,” the order stated. It added that while all the accused had denied charges leveled against them but inquiry officer Showkat Ali Lolu (Assistant Director, Directorate of Health Services, Kashmir) had concluded that there was severe negligence on the part of the concerned BMO/DDOs of the period and recommended that Dr Fozia Habib (the then BMO Sopore) should not be assigned any charge relating to Accounts matter or any sensitive responsibility at any place.
Accordingly, Government vide its Order No. 405-HME of 2018 dated 03-07-2018, among others, imposed ‘Censure’ upon Dr Fozia with strict warning in writing to be careful in future and directed Director Health Services Kashmir not to assign any charge related to Accounts to her in future.
However, after Dr Fozia represented the Department for removal of Censure and other instructions imposed on her and Public Information Officer, Vigilance Organization vide communication No. VO/RTI/PIO-3377 dated 04-03-2014 informed that “as verified from the records, nothing incriminating was found against Dr Fozia”, her case was re-examined by the Department which decided that the text “the Director Health Services Kashmir shall issue necessary instructions not to assign any charge related to Accounts to Dr Fozia Habib in future” be withdrawn/expunged from Government Order No 405-HME of 2018 dated 03-07-2018 and “Censure” imposed on her shall be allowed to continue.
