DC calls for creating mass awareness about road safety rules

POONCH: Deputy Commissioner, Tariq Ahmad Zargar today  reviewed the  enforcement of road safety rules and various other safety measures taken by concerned departments to reduce the rate of fatalities in accidents   here at a meeting of officers.

The meeting was attended by Additional District Development Commissioner, Additional Superintendent of Police, BRO authorities, ARTO, Chief medical officer, Chief education officer, executive officer Municipal council, Executive engineer R&B and representatives of various NGOs.

The main focus of the meeting was formulation of road safety plan the  with aim to reduce the rate of accidents and   reduce fatalities by 50% till 2020. The road safety plan is being formulated as per the directions of road safety committee farmed by Supreme Court of India.

The focus of the road safety action plan(RSAP)  is road safety management including institutions & capacity building of stakeholders, safer road and mobility, enforcement of road safety laws by educating stakeholders, and emergency care facilities at accidental prone areas.

Detailed discussions were also held on the reasons behind the frequent accidents in this hilly district.

The DC directed BRO & PWD to carry out detailed survey of narrow curves and start winding, improvement of road marking and signs, elimination of high risk stretches and removal of road side objects.

He asked the police authorities to make proper investigations and research to find out the reasons behind the frequent accidents. The audit of  driving institutions was also stressed upon.

The BRO authorities were directed to mark accident prone areas as black spots’’ and install signal & sign boards as precautionary measures for safety.

The ARTO was directed to start drive for strict enforcement of (SOP) of VMD rules by sensitizing stakeholders for using helmets, audit of vehicles, certification of vehicles, maximum speed limit, consequence of wrong parking of vehicles, medical checkup of drivers .

The CMO was asked to make proposal of  trauma centers/  first aid facilities at vulnerable places. He also called for submiting plan for ambulances equipped with first aid equipments to be kept at the disposal of quick reaction teams to deal with any eventuality.

The DC called for conduct of road safety audits and constitution of vibrant -quick reaction committees to prevent fatal accidents & save precious human lives.

The DC further stressed on launching massive awareness campaign in schools and colleges to sensitize the stakeholders specially school children to encourage them to act as agents of change. Apart from creating mass awareness through rallies, organizing skits and seminars stress was also laid on penalizing the violators for using mobile phone while driving.
