CSC’s announcement of relief distribution within 45 days falls flat

SRIANGAR, Apr 13: The Cabinet Sub-Committee, constituted in the first Cabinet meeting of the People’s Democratic Party (PDP)-Bhartiya Janta Party (BJP) coalition Government last month, has failed to come up to the expectations of the flood victims after it made an announcement that Governm-ent will initiate the relief distribution process for the flood victims within 45 days.
The last meeting took place 37 days ago when the Cabinet Sub-Committee announced that it will start distribution of relief to the flood victims within 37 days.
The CSC was supposed to visit the South and North Kashmir to interact with the flood victims there but it failed to visit these areas and remained SKICC, Srinagar specific. It has neither given recommendations nor has it presented its report to the Cabinet so far.
The CSC has not met since March 8, which shows its seriousness towards the relief and rehabilitation of the flood victims of the State. It had promised in last meeting that Government is aware of the difficulties faced by the people and is keen for their speedy rehabilitation and revival of the business sector, which was worst hit in floods. But so far it has made no headway in providing succor to the flood victims.
The CSC is headed by the Deputy Chief Minister, Dr Nirmal Singh and comprises Minister for Finance, Labour and Employment and Culture, Dr. Haseeb Drabu, Health and Medical Education, ARI and Trainings, Lal Singh, Minister for Law, Justice and Parliamentary Affairs and Relief & Rehabilitation, Syed Bashrat Bukhari, Minister for Public Health Engineering, Irrigation and Flood Control, Sukhnandan Kumar, Minister for Public Works, Floriculture, Gardens and Parks, Syed Mohammad Altaf Bukhari and Minister for Information Technology, Technical Education and Youth Services and Sports Imran Raza Ansari as it members.
The first meeting of the Sub-Committee was held at Jammu on March 6 and after extensive deliberations, it was decided that the members of the Cabinet Sub Committee will visit the Kashmir valley and the affected parts to have interaction with the Divisional Administration and concerned Deputy Commissi-oners to review the status of relief and rehabilitation measures that have been taken in view of recent floods.
The Cabinet Sub Committee visited Kashmir valley on March 8 and met the deputations which included Kashmir Traders and Manufacturers Federation, Kashmir Chamber of Commerce and Industries, All Kashmir Tour Operators, Kashmir Hotel and Restaurant Association, Kashmir Economic Alliance, Jammu and Kashmir Private School & Coaching Centre Association, Civil Society Members, Tourist Taxi Association, Gurdwara Parbandhak Committee, Mini Bus Association, House Boat Association and various representatives of Transport Agencies and orchardists.
The CSC also interacted with Divisional Commissioner Kashmir, IGP Kashmir, all Deputy Commissioners of Kashmir, besides all Heads of Departments, all Chief Engineers of various Engineering departments.
The Deputy Chief Minister, Dr Nirmal Singh, announced in the meeting at the SKICC that relief distribution process for the flood victims will start within 45 days. He told the meeting that he had got a phone call from the Finance Minister, Dr Haseeb Drabu, regarding this during the meet.
