Construction of drains and road in Gumpul Domana

We the residents of Ward No. 7, Gumpul Domana (Lane adjoining Kargil Shaheed Petrol Pump, Purkhoo) have been waiting for the Administration/Panchayat since decades for the development of this neglected area. The residents are unable to walk through the Lane because of the waste water of houses which gets accumulated in the middle of the street. Even, two wheelers or four wheelers find it extremely difficult to go through. Few cases of dengue have also been reported recently from this part of the street.
We have many a time approached the concerned Sarpanch/Authority but no action has been taken by him. Infact, half portion of this Ward was constructed by REW two years back under the project name “Construction of drains from Kargil Shaheed Petrol Pump Purkhoo to Nirankari Ashram” but this very part of the street was left behind with a promise of constructing the same within two months and it has been more than two years and the wait is yet not over.
Despite all this, we the residents of Ward 7, Gumpul Domana request once again to the concerned authorities to address these concerns at the earliest and construct the drains and the road so that people can live with ease.

Plea to LG for urgent action
We the residents of Gulab Vihar Colony, Extension Sector -D Sainik Colony Jammu Ward No 74 state that in order to get drain/lane completed/constructed in our locality we have lodged thirteen Grievances since February 2022, latest bearing Grievance No.999003487984, but all of them have been disposed of without redressing our grievance on ground. This is nothing but a mockery of the LG Grivance Cell and defeats the very purpose for which it has been constituted. In reference to our grievances the then Executive Engineer-Division-1, JMC, Jammu had personally visited the spot, appreciated our problem and got prepared the detailed estimate for extension of drain amounting to Rs.8.36 lacs in the month of February 2022 but the same was forwarded only in the month of June, 2022 to the Joint Commissioner Works, Municipal Corporation, Jammu by Executive Engineer-Division-5, JMC, Jammu vide his letter No.JMC/V/1711-14 dated 17-06-2022 in reference to our Grievance ID No.9990029646580. Thereafter we had filed repeated grievances but the same were disposed of without executing the work on ground. The present financial year is at its fag-end but still there is no headway despite lodging of 13 Grievances since February, 2022.We are living in a very unhygienic condition as the JMC Jammu has left the incompleted drain in the midst of the locality as a result of which the dirty water of 150-200 houses is flowing through the lanes in front of the houses of the inhabitants restricting our movement and creating dangerous environment due to stagnated water and potholes.
Therefore, it is requested to Joint Commissioner (Works), Municipal Corporation, Jammu to accord administrative approval to the work estimate and allot funds for completion/construction of drain & Lane in Gulab Vihar Colony, Extension Sector D Sainik Colony, Jammu Ward No.74

Fatal road accidents
Accidents cause unnatural deaths. Invaluable lives are lost. Sudden bereavement becomes extremely shocking and lamentable. Blaming providence for such tragic events isn’t totally good.
Before advent of motorisation, such tragedies never used to happen. Obviously, the man is self responsible for such untimely deaths and lamentation. It goes without saying that most of accidents are consequent to human error and negligence. Overloading, rash driving, use of mobile phones while driving or driving in a drunken condition, unprofessionalism and laxity in rules to punish irresponsible drivers exemplarly etc are major causes for such happenings. But simultaneously, the governmental agencies can also not be exonerated for the purpose to plug such events.
Malconstruction of roads, particularly in rural areas, are also not less accountable in this direction. Roads should be well built and fully maintained for smooth transportation. Issuance of Licences must be scrutinised in terms of aptitude and professional skill. The traffic authorities are also needed to be vigilant and made somewhat accountable if the accident occurs in their jurisdiction. Since deaths cause national loss, every effort in this direction can’t be overemphasised.

Plea to Municipal Committee Basohli
In spite of the tall claims and self praise, Municipal Committee Basohli has totally failed on all fronts in the matters of providing amenities to the natives of the town ever since its formation. The committee has neither been successful in keeping the town neat and clean, providing durable lanes and sewerages, lighting system of the roads and streets nor in the matters of making judicious utilization of the funds. The lanes and roads in and around the town have been converted into the stinking heaps of garbage. Instead of need there is selective criteria used for constructing the streets and lanes by the committee. There are many such lanes which have been constructed and repaired after two years of its construction. The material used in the construction doesn’t conform to the approved specifications. It is a matter of great surprise that the 40 solar lights which have been installed on the selective places have ceased to emit light after two weeks of their installations and the few surviving are emitting the light less than that of a glowing worm which tantamounts to some foul play in the purchasing of the lights. There is one so called water fountain installed 10 years back, by the MC Basohli, in the middle of the RamLeela ground and which is at a hand shaking distance from the MC Basohli office, but is out of function since its installation. Now the fountain has been converted into a dust bin where huge garbage and waste material is disposed every day. It is learnt that a considerable amount is drawn for the periodical maintenance of the said fountain every year. There is no children or public park in the town where the children and the senior citizens can sit during their relaxing hours in the morning and evenings. The children as per their habit play in the streets and public places resulting into the injury to many citizens due to the flying cricket balls. The MC committee should wake up from the deep slumber and discharge its duty honestly they are elected for by the public.

Open Yogashram-Seohara road
This is to draw the attention of the concerned authorities that the road from Yogashram Gol Gujral near Revenue Complex to village Seohara and adjoining villages is closed from last 10 years due to which the villagers have been facing indescribable problems.
Not only this, it has become a road for thieves, bovine smugglers and gamblers. In this connection, we have even knocked the door of Deputy Commissioner Jammu, but without any result. Keeping the hardships of people in view it is requested to the LG, Jammu & Kashmir to direct the authorities to look into the issue and resolve it accordingly.

Blacktopping in Swaran Vihar
Swaran Vihar (Police Colony) once again invites the attention of Municipal Authorities towards the problems that residents are confronting. Maximum number of interior roads have not seen black topped till now. These roads are damaged. It is pertinent to mention here that Swaran Vihar Welfare Committee has at several times apprised the Municipal Authorities about the ugly situation of the colony through representations but till date no satisfactory redressal of the grievances has been made. The Welfare Committee has also submitted the list of lanes that need black topping to the corporator of Ward No. 64 for the black topping of them but excepting a few still a number of lanes are yet pending for the blacktopping. Immediate action in the matter is important.
