Confederation of SC/ST submits memo to Dy CM, other Ministers

JAMMU, June 1: The All India Confederation of SC/ST/OBC Classes, J&K Unit, today submitted a memorandum to Deputy Chief Minister, Nirmal Singh, Finance Minister, Haseeb Drabu, Health Minister, Choudhary Lal Singh, PHE Minister, Choudhary Sukhnandan Kumar, Education Minister, Naeem Akhtar and Law & Parliamentary Affairs Minister, Basharat Bukhari over ignoring the rights of reserved classes of the State in the new recruitment policy.
RK Kalsotra, president of the confederation expressed concern over the manner in which the new recruitment policy was being designed as the same, if permitted to be enforced in the manner in which it was being brought to the knowledge of common masses, would result in a state of bewilderment as the coalition, by doing so in the said form, would defeat the provisions of Reservation Act and rules framed there under.
The memorandum mentions the plight of downtrodden communities and the confederation demands for further affirmative action by the Government to ensure constitutional rights to these communities.
The confederation demanded that the Government should either scrap this policy or incorporate provisions for strict application of reservation laws in respect of recruitment for State employment.
There has been no reservation in Rehbar-e-Taleem, Rehbar-e-Zerat, Rehbar-e-Sehat, Consolidated, contractual, Adhoc, Temporary, need basis in Government corporations, J&K Bank, NRHM, SPO’s, Anganwari workers and other departments as they are subsequently regularized which ultimately leads to the deprivation of constitutional rights of these communities.
The confederation said that there is pending backlog of over 60,000 posts in these departments for SC/ST/OBC’s but SC, ST and OBCs have been deprived of the same till date. The Confederation further expressed in the  memorandum about the deplorable condition of SC/ST/OBC’s and snatching away of their rights guaranteed by the constitution itself, and strongly demanded that the above said issues be sorted out at the earliest.
