Comprehensive Homestay Policy

The directive by the Chief Secretary to the Tourism Department, mandating the formulation of a comprehensive Homestay policy within a month, marks a significant step in the right direction for the tourism sector in Jammu and Kashmir. This initiative underscores the growing recognition of homestays as a vital component of sustainable and inclusive tourism development in the region. Jammu and Kashmir, with its unparalleled natural beauty, rich cultural heritage, and hospitable communities, presents a perfect setting for a flourishing homestay ecosystem. The move to formalise and strengthen the homestay sector comes at a crucial time when global travellers are increasingly seeking authentic, immersive, and community-based tourism experiences. The directive to consult stakeholders before finalising the policy is commendable, as it ensures that the perspectives of local hosts, financial institutions, and tourism service providers are taken into account.
A robust homestay policy must address several key areas. Financial accessibility for aspiring homestay operators is crucial. The Chief Secretary’s call for financial institutions to develop a new loan product, tailored specifically for homestay development, is a welcome step. Furthermore, the suggestion to provide a 1% rebate for timely loan repayment will incentivise responsible borrowing and repayment. Additionally, the policy should ensure that homestay operators receive adequate training in hospitality management, cultural sensitisation, and digital marketing. This will not only enhance the quality of services but also enable homestay owners to effectively promote their offerings in the highly competitive tourism industry. Moreover, linking the policy with existing schemes such as PMEGP and PM Surya Ghar Yojana will allow homestay operators to leverage multiple Government benefits, making their ventures more economically viable.
The emphasis on digital transformation through the development of a comprehensive tourism application is another forward-thinking initiative. In an era where digital platforms dictate travel choices, an intuitive, user-friendly, and inclusive app will enhance the accessibility of tourism services for both travellers and local hosts. A well-structured and inclusive homestay policy will not only bolster local economies but also showcase the region’s rich cultural and natural heritage in a more intimate and meaningful manner.
