Commonality between J&K, Afghanistan

Universally, as it fairly is known that India is reeling under Pakistan sponsored terror for over three decades, among other areas, Kashmir is worst hit with its tentacles attempting to be stretched beyond Pir Panchal range to mountainous areas of Jammu and even the Jammu division itself as a whole. Making its best hay while the religious fanaticism flowers as a result of intense indoctrination by Pakistan, its product of terror sells like hot cakes and it derives satisfaction of accomplished goals of spreading hate, destruction and death besides adding to the whole macabre, a high voltage propaganda in a hope to win international support for what it claims the “disputed issue” of Kashmir. Each time its hopes are dashed to the ground and the fact of the matter is the suggestion of the international community to it that bi- lateral issues should be resolved between the two countries. Since Pakistani economy survives on doles from some OIC members, grants and aids from some countries, in particular huge funding from the US primarily to fight terror and also inject some life in the non performing economy, huge portion thereof is diverted by it to fund the sale of its various terror products as also pay in cash  to its “salespersons” to promote Pakistani terror goods and services. Seeming incredible indeed that money is doled out not to help and rescue humanity and human rights but to mar, scar and tar it.
How brazen are its intentions to disturb peace and tranquility in the Indian sub- continent and beyond, has recently been unraveled by the Ex- Chief of the Afghan intelligence Agency wherein he showed to the world, written documents emanating from the ISI of Pakistan to direct and fund the Taliban , in particular the Haqqani network  to foment  strife and mayhem in Afghanistan. Rahmutullah Nabi, the former intelligence chief of Afghanistan chose to quit his post following his strong views about forging friendship  with Pakistan  by Afghan government headed by President Ashraf Ghani  when all fairly knew that Pakistan never wanted things to settle in that trouble torn country and become a progressive democracy with modern and scientific outlook. Terror attacks having been planned, funded and motivated by Pakistan in Afghanistan  is no tell tale story of less significance but a stark reality. In one of the letters , the amount  for  execution of the attack and the “compensation ” or the Ex- gratia to the killed terrorist and his surviving family members is distinctly enumerated. He opposed Ghani’s move to include Islamabad in peace talks with the Taliban. He released various documents to buttress his stand and these documents have gone viral .
Sharing his views with many journalists in Kabul,  Mr.Nabi told them the purpose of releasing such documents was only to prove his point and vindicate his stand and that what he said was based on concrete evidence only. He said, all based on these documents,  that Pakistan’s open and naked support to the Taliban and its dreaded Haqqani group resulted in numerous kidnapping incidents, target killings and suicide bombing – wrecking death and destruction in Afghanistan. The documents reveal that the ISI not only has been funding the Haqqani and other Talibani net works but used Madrassas in Pakistan for recruiting fresh terrorists. It may be recalled that in theocratic Pakistan, there are 150000 such Madrassas flourishing but only 25000 of them are registered with the Pakistani government. These documents further reveal that there are 51 very effective terrorist groups active in Pakistan where outflow of terrorists for “field activities” get replenished by fresh recruits from such Madarssas.
As per one of these documents, the Kabul airport blast of 2014 was the result of open involvement of Pakistani agencies at the behest of the ISI where the documents show the central office of the ISI in Islamabad directing its officials in Khyber Pakhtunkhaw  to pay Rs. 2.5 million Pakistani Rupees to each of the terrorists involved in this blast. One of the letters dated April6, 2015 issued from its office of Peshawar informs its Islamabad office as to how it has “guided” and “instructed” to carry out target killings and kidnapping of Shia leaders in Herat, Kabul and Farah zones. It is worth to be noted that the US state department has designated the Haqqani net work as a terrorist organization. While Pakistan takes lot of money from the US in the name of fighting terrorism, the same money is used by it to fund terrorist activities in Afghanistan, Kashmir and elsewhere. The commonality between Afghanistan and Kashmir is the parity of the quantum of terror, Pakistan exports to both the areas which seems stunningly astonishing.
While whole of the world was eager to know about where Osama Bin Laden was hiding, whether he was alive or not, the long drawn suspense ended with the US forces neutralizing him in Pakistan itself and that also in a military cantonment area. Not learning to behave like a normal civilized country , one of the leaked letters point out the safe hide out for a top Talibani leader in Pakistan and all members of the  Haqqani net work to be moved to the towns of Miran Shah, Tochi and Mir Ali  in army convoys and in combat army uniforms . The letter is adequately directing “HQ 935 and 945 ” to tighten the security of their family members as well.
It is worth noting that President Ghani has “again” urged Pakistan to expel terrorists from its soil that are fighting his country. Interesting to note as it appears that Afghan President Ghani has rejected Pakistan to engage Taliban in peace talks and says that the call of the government for peace was still there but only for those who call themselves as Afghans and not for those who were used as tools by others, referring to the support of the Taliban by Pakistan. The Afghan President says that Pakistan “has imposed an undeclared war on Afghanistan despite his peace overtures”. Pakistan was killing anti state Taliban groups while they protect and shelter Afghan Taliban. While delivering his speech recently in NATO summit, Ghani said that the distinction between good and bad terrorists was dangerous as Pakistan was practicing it. The incriminating documents made public by ex Afghan intelligence chief, therefore, clearly establish lethal ISI – terrorist nexus. The question is as to what was Pakistan achieving by such a perilous game, treating terror an extension of   instrument of its state policy.
Likewise in Kashmir, Pakistan has made no secret of its direct involvement in fomenting trouble and destruction there and as per intelligence reports it was funding unrest in the valley through Hawala money which is estimated at Rs.100 crore. The commonality and the similarity between the two victims of Pakistan terror , Kashmir and Afghanistan,  lay in funding pre and post terror strikes of all hues right from ordinary nature looking stone pelting to hoisting of objectionable flags to arson to strikes to attacks on chosen targets etc.  Unrest in the region is being fully orchestrated by Pakistan even brazen open political and diplomatic unwarranted interference like holding cabinet meetings to take “stock of Kashmir developments” and the stupid and provocative postures like “probing” the death of a terrorist by its envoy in Delhi and observance of July 20 as a “black day” etc point out the extent of involvement of Pakistan in Kashmir to fan trouble through a proxy war. It has pooh – pooh(ed) India’s sincere efforts to normalize relations with it and forge peace and cooperation between the two countries.
Taking refuge under religion and exploiting the situation to recruit motivated and indoctrinated young  people as terrorists , Pakistan has been resorting to underhand means to create trouble and confusion in the valley since 1947 Qabayli raid . While the three conflicts of 1947, 1965 and 1971 have failed Pakistan to wrest Kashmir from India , it sees rich dividends being reaped by it through the proxy war in as much as it has undoubtedly succeeded in internationalizing Kashmir issue . It has also succeeded in antagonizing larger radicalized groups within Kashmiri society with the government. Recent extra diplomatic over ambitions to the extent of mocking the generosity and courtesies of the host country, its envoy in Delhi has been openly found hobnobbing with separatists to further its agenda in Kashmir.
The extra mile walked by PM Modi in trying to make Pakistan India’s friend has been grossly disregarded and undervalued. The repeated offers from the present government to Pakistan for peace and friendship in the backdrop of known hard stand otherwise expected from Modi have been responded to not positively and this government is charged of flip flop policy towards Pakistan by a Party like Congress which has a dismal record in the matter, should now be reviewed and tough stand, the only language understood by Pakistan, taken by this government .It should both appear as well as caused to be done on the ground.
