Clerical Staff Association seeks Governor’s intervention for conceding of demands

JAMMU, Feb 8: A meeting of Jammu Kashmir Ladakh All Departmental Clerical Staff Association (Ministerial Federation) was held here today for discussing various long pending issues of the cadre and constitute provincial unit of the Association.
While speaking in the meeting, the representatives expressed their anguish over alleged step motherly treatment with clerical cadre by the Government, which has adopted delaying tactics over their long pending issues.
They appealed the Governor and Chief Secretary for early disposal of the demands, which include amendment in SRO 333 of 2018 to extent of grant of retrospective effect from 01.01.1996 notionally and monetarily w. e .f 19.02.2003, restoration of Advance Increments (Financial Incentives) after successful passing of SAC Examination, restoration of Ministerial Service/Constitution of HoD Ministerial Service on the analogy of Accounts/ Planning/ Secretariat Subordinate Services, setting up a separate SAC Training Centre (Institute) at IMPARD both at Jammu and Srinagar, allocation of due share in Administrative Officers Gazetted Service for HoD Cadre, etc.
The speakers in one voice appealed the Governor to intervene personally to resolve these long pending issue of the cadre without any further delay.
The Association also resented Government Order No.20-Edu of 2019 dated 19.1.2019 where under 4522 posts of Non-Teaching Cadre had been upgraded/merged for regularization of SSA Teachers/RET’S (TEACHER GRADE-II). The meet urged the Governor to review the SAC decision and exempt these 4522 posts immediately because this may not only create havoc among the members of the cadre of School Education Department but also erupt the job avenues for thousands highly qualified unemployed youths of the State.
Finally, the district presidents of all districts decided to frame adhoc Provincial body Jammu to follow-up the issues of the cadre in absence of their presence at Jammu as it was not possible for all District presidents to come Jammu on regular basis.
S Gurmeet Singh was elected provincial president, Ashish Sharma as senior vice president, Jagdish Thakur as general secretary, Munish Sharma as chief organizer, Umar Jan Bhat as vice president and Mushtaq Ahmad Batt as organizer (Doda- Kishtwar).
Surinder Mehta, S Parkesh Singh, Vishu Bando, Rajesh Ajnabi, Ravinder Singh, Zaheer Abas Choudary, Mohd Aslam Parry, Mool Raj, Mohd Essa, Yash Paul, S Kirpal Singh, Kulbushan Koul, Sourab Bali and Mohd Waseem Khan were elected a Executive Members of the Provincial body.
