Police lodges FIR on CJM’s direction

EO confirms use of Raji’s car

JAMMU, June 5: Chief Judicial Magistrate (CJM), Jammu Jatinder Singh Jamwal today directed SHO Pacca Danga police station to take action under Sub Section (3) of Section 156 CrPC against Ravinder Gupta, attached Managing Director of JAKFED on a complaint filed by Udham Dass, one of the Enquiry Officer in the scam involving Gupta, who had entered the office yesterday and escaped with official documents.
The complainant, Udham Dass, Deputy Registrar, Cooperative Societies, Jammu, told the court that accused Ravinder Gupta escaped in a car bearing registration No. 7100 JK02AF along with official documents.
It may be mentioned that the car 7100 JK02AF belonged to Ravinder Gupta’s liquor baron friend and State Times Editor, Raj Daluja alias Raji.
Few hours after the CJM’s direction, Pacca Danga police lodged a FIR in the case. The FIR No. 96/2012 has been registered under Sections 201, 204, 380, 382, 465, 466 and 468 RPC.
Police have taken up further investigations in the case after registering the case.
Earlier, the Enquiry Officer’s complaint said the matter had been brought to the notice of the authorities of Pacca Danga police station but so far no case has been registered against the accused. Therefore, the complainant had to approach the court for inquiry.
In his order, the CJM Jammu said: “after considering the submissions put-forth in the complaint, the serious nature of allegations and fact and circumstances of the case, the complaints has been forwarded under Sub Section (3) of Section 156 of CrPC to SHO Pacca Danga police station for necessary action’’.
In his complaint, Udham Dass, a KAS officer deposed before the CJM that he was one of the members of the committee constituted by the Government vide Order No. 23-Coop dated 30.5.2012 for holding an enquiry into the matter with respect to the complaints/allegations against the Managing Director, JAKFED Jammu.
He submitted that the accused, who was attached, pending enquiry, with the office of the Registrar Cooperative Societies, Srinagar, forcibly entered the head office of JAKFED Ambphalla on June 4, 2012 and tampered with the record relevant for the enquiry. He said Gupta also sent away a sizable part of relevant record in a private car bearing No. 4721 JK02F.
“Due to timely intervention and resistance officered by the complainant (Udham Dass) and employees of JAKFED, some of the record was recovered by the complainant and the employees in presence of officials of Rehari Police Post, who were on spot. However, a substantial record is still in the illegal possession of the accused, who managed to escape from the spot in a vehicle bearing No. 7100 JK02AF. The matter has been brought to the notice of the Pacca Danga police station authorities but so far no case has been registered’’, Udham Dass said.
As reported, Ravinder Gupta had reached the JAKFED office yesterday and tampered with files pertaining to irregularities committed by him after failing to get his attachment and enquiry order stayed. As one of the Enquiry Officers, Udham Dass also reached the spot along with police and JAKFED staff, Gupta was trapped.
To flee from the office, he had utilized the services of Raji and fled in his car along with official documents, which were vital for enquiry into the large scale irregularities committed by Gupta.
