JAMMU, Apr 3: The General Administration Department has directed all the Government departments to ensure that the agenda notes relating to the departmental proposals for discussion during the DPC meetings are circulated in advances.
According to a circular, the agenda notes should be circulated to GAD and Public Service Commission atleast three days before schedule date of the DPC meeting. Whenever, it is felt that the same is not possible due to convening of the meeting by the PSC at a short notice, the matter should be taken up with the J&K Public Service Commission immediately for rescheduling such meeting and convening the same at a later date, the circular said.
Observing that the meeting of the DPC for considering the promotions and regularization proposals of different department are being convened at a very short notice, the circular explains that due to the prevailing practice, it becomes difficult for the GAD to depute the officers for attending such meetings as representatives.
The agenda notices highlighting the issues of the DPC are circulated amongst the members of the committee either at the last hour or during the meetings itself thus giving no occasion to the officers to examine the issues for arriving at a just conclusion, the circular says.
